Tenant Didn't Get Key to New Laundry Room

Tenant complained of a reduction in services, claiming that landlord denied previously provided laundry services. An inspection showed that there was a laundry room but that landlord hadn't provided tenant with a key. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that tenant had received a key. The DHCR ruled against landlord. Landlord's building super had submitted a sworn statement showing that tenant hadn't received a key until sometime after landlord claimed she had.
