Laundry Room Service Interrupted by Gas Shut-Off

Tenants complained of a reduction in building-wide services based on the interruption of laundry room service after Con Edison shut off the gas service to the laundry room. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost. Landlord argued that, since the laundry room had always been operated by a third-party vendor, it wasn’t a required service. But laundry service was registered by landlord as a service in the building’s initial April 1, 1984, registration. So the DRA correctly reduced tenants’ rents.
