Tenant Denied Access for Repairs

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration, claiming that it couldn't make the ordered repairs because tenant refused access. The DRA ruled against landlord, and landlord appealed. Tenant admitted that she didn't permit installation of the sink and stove landlord purchased. She wanted a different stove and wanted landlord to reglaze, rather than replace, the sink. The DHCR ruled for landlord.

The DHCR ruled for landlord. Since tenant refused to permit repairs ordered by the DRA, and landlord had made all other repairs directed in the order, landlord was entitled to rent restoration.
