Tenant Denied Access for Repairs

Tenant complained of reduced services. The DRA ruled for tenant and reduced her rent. Landlord later asked the DHCR to restore tenant's rent. The DRA ruled against landlord because services weren't restored. Landlord appealed. Landlord had attempted to get access for repairs, but tenant had refused access to landlord's worker. Landlord even appeared at tenant's apartment for a no-access inspection with his worker and a DHCR inspector. Tenant still wouldn't give access.
