Tenant Refused Access for Repairs

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration, claiming that tenant had refused to grant access for repairs. The DRA ruled for landlord. Tenant appealed and lost. The DHCR had scheduled a no-access inspection before restoring tenant's rent. Tenant had refused access because landlord didn't obtain a work permit for the required work. But the DHCR had no authority to rule on questions raised about NYC Administrative Code requirements, which tenant should raise with HPD or DOB.
