Tenant Denied Access

Tenant complained of reduced services. Landlord claimed tenant wouldn't give access for repairs. The DRA ruled for tenant and reduced her rent. Landlord appealed. The DHCR ruled for landlord. Landlord didn't submit all the proof required by DHCR Policy Statement 90-5 for DHCR to schedule a ''No Access Inspection.'' But landlord's answer to tenant's complaint indicated that tenant refused access. And tenant admitted this herself. She said in two separate letters that she didn't want the repairs done until after the DHCR inspection was completed.
