Tenant Refused Access for Repairs

Rent-stabilized tenant complained that there were leaks from the apartment above into his apartment. The DRA ruled against tenant and dismissed the complaint. Tenant appealed and lost. Landlord had told the DRA that tenant said there were no further leaks and refused access for inspection and repair. Landlord submitted copies of two access-request letters sent to tenant, along with a copy of the tenant's response refusing access. The DRA then scheduled a "no-access" inspection, but tenant again refused access on that date.
