Tenant Refused Access for Repairs

Rent-stabilized tenant complained of a reduction in services. Landlord claimed that tenant wouldn't permit access for repairs. The DRA then ordered a "no access" inspection, and tenant again refused access. The DRA therefore dismissed tenant's complaint. Tenant appealed and lost. The DHCR's inspector came to tenant's apartment with landlord and landlord's repair person on the date scheduled for the no access inspection. Tenant refused to allow repairs to be made on that date. So the DRA properly dismissed the complaint.
