Tenant Denied Access for Repairs

Tenant complained of a reduction in services based on various leaks and defective bathroom faucets. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration, stating that it had attempted to restore services but that tenant had denied access. The DRA ruled for landlord, and tenant appealed. The DHCR ruled against tenant. Landlord showed that it had asked for two separate access dates from tenant by certified mail, return receipt requested. Tenant didn't provide access despite landlord's good-faith attempts to restore services.
