Tenant Complained to HPD About Heat

The DRA granted landlord's application to restore the rent based on restoration of services. Tenant appealed, claiming that there were still heat and hot water problems. The DHCR ruled against tenant. A DHCR inspection showed sufficient heat and hot water after landlord claimed to have restored services. Although tenant had also complained to HPD, that agency's records showed only that complaints were filed. The DRA properly relied on its own inspector's report to restore the rent.
