Tenant Complained About Delay in Completing Repairs

Tenant complained of reduced services. An inspection showed that every item tenant complained about had been repaired. Tenant's complaint was dismissed, and tenant appealed. Tenant claimed that landlord was slow to make the repairs in question. But, tenant admitted that the repairs were done. The DHCR dismissed tenant's PAR.
