Tenant Didn't Complain About Heat

Tenant complained of inadequate heat. The DRA inspected tenant's apartment in May 1993 and issued an order in June 1993 stating that tenant's complaint would be considered during the next heating season. Landlord appealed, claiming that this was arbitrary and that the complaint should have been dismissed. The DHCR ruled for landlord because a review of the complaint form showed that tenant didn't specifically complain about the heat in the apartment.
