Yonkers tenant complained of a rent overcharge. Landlord claimed that a number of 1/40th improvements were made to the apartment before tenant moved in. Tenant disputed this. The DRA ruled for tenant, disallowing most of the items, and landlord appealed. The DHCR found that tenant didn't deny the installation of venetian blinds, screens, a dryer wall, and hamper wall receptacle. So, the DHCR allowed increases for these items.
