Slippery Entrance Steps

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants, finding that landlord didn't maintain building entry steps. Landlord appealed, claiming that this was a minor condition. The DHCR ruled against landlord. An inspection found that the entry steps were slippery. This was a potentially hazardous condition, not a minor one.
