Building Entrance Steps Defective

Tenants complained of a reduction in building-wide services based on building entrance conditions. The DRA ruled for tenants and reduced their rents. Landlord appealed. Landlord claimed that the DHCR inspector's report was in error. The DHCR ruled against landlord. Inspection found that the stairs leading from the building entrance to the sidewalk at one section of the building had crumbling steps, were corroded, and were a trip hazard. In addition, hand rails leading from the building entrance to the sidewalk were rusty and corroded.
