‘Paid' Invoice OK to Show Improvements Made

Tenant complained of a rent overcharge. Landlord claimed that a number of improvements were made to the apartment before tenant moved in. the DRA allowed an increase only for those items for which landlord had both an invoice and a canceled check. Landlord appealed, and the DHCR allowed a further increase for some other items. Landlord had three invoices from a lumber company stamped ``paid.'' This was sufficient proof that landlord had bought the items listed.
