One Check Used to Pay Multiple Invoices

The DRA ruled for tenant, and landlord appealed. The DRA had disallowed any increase for 1/40th improvements made to the apartment. The DHCR ruled for landlord. Tenant didn't deny that landlord made the improvements and installations. And the fact that landlord paid for several invoices with one check was acceptable proof of payment for the apartment improvements.
