Outer Building Entrance Door Kept Unlocked

Tenant complained of a reduction in building-wide services because the outer building entrance door was unlocked. The DRA ruled against tenant and dismissed his complaint. Tenant appealed. The DHCR again ruled against tenant. The door had previously been locked. Landlord unlocked the door in response to the request of a number of tenants who wanted the vestibule intercom to be accessible to visitors. But this was irrelevant. A locked outer building door wasn't a required service.
