Building Service Entrance Door Not Locked

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents by $5 per month after inspection showed that the building's service entrance door was unlocked. Landlord appealed, claiming that tenants didn't complain about the service entrance door. The DHCR ruled against landlord. Tenants' complaint form stated, in the section designated "Other," that the service entrance at a specific building location was left unlocked all day for the use of nontenants with no restriction.
