Lock Not Required on Outer Vestibule Door

Tenant complained of a reduction in services because there was no lock on the inner vestibule door of her building. Landlord stated that there was a lock on that door. The DRA ruled against tenant. Tenant appealed, now claiming that there was no lock on the outer entry door. The DHCR ruled against tenant. Landlords are required to lock either the outer door or the inner door, not both. Landlord proved that the inner vestibule door had a lock.
