Outside Knob Not Required on Outer Door

Tenant complained of a reduction in services because there was no outside knob on the building's alternate outer door. The DRA ruled against tenant, finding that this wasn't a reduction in services. Tenant appealed, arguing that tenants had to slam the door in order to open it. The DHCR ruled against tenant. For security purposes, the second outside door wasn't intended to have an outside knob.
