No DOB Elevator Violations

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants based on a number of conditions, including improperly maintained elevator service. Landlord appealed. The DHCR ruled for landlord on the issue of the elevator service. The initial DHCR inspection found the elevator service to be adequate. The DRA shouldn't have ordered additional inspections, and DHCR's policy and practice was to rely on DOB violation reports concerning elevator service. There were no elevator violations at the building. Elevator service was revoked as a reason for the rent reduction.
