No Basis for Finding Roach Problem in Elevators

Tenants complained of reduced building-wide services, claiming the elevators were roach-infested. A DHCR inspector found roaches in the public areas of the building, including the compactor room. A follow-up inspection found the same defective conditions, and the DRA cut the rent. Landlord appealed, and the DHCR revoked the rent cut.
