No Proof of Elevator Breakdowns

Tenant complained of a reduction in building-wide services, claiming that the elevators didn't function properly and broke down frequently. There were two automatic passenger elevators and one manual freight elevator. Tenant said that the elevators broke down 22 times from January to June 2008, and 27 times from August to December 2009. The DRA ruled against tenant, who appealed and lost. The DHCR made an unannounced inspection and found that the three elevators were working properly. Posted DOB elevator inspection certificates showed that the elevators had been inspected a month earlier.
