No Building-Wide Rent Cut for Three Broken Mailboxes

Tenants complained of a building-wide reduction in services. An inspection showed broken mailboxes, among other conditions. The DRA reduced tenants' rents, and landlord appealed. Landlord argued that only 3 out of 16 mailboxes were broken. The DHCR ruled that this didn't warrant a building-wide rent cut. For rent-stabilized tenants, the condition was revoked as a ground for the building-wide rent cut; the $4 rent cut for rent-controlled tenants had been revoked outright.
