Newspapers Not Placed with Nonrecyclables

DOS issued a violation notice to landlord for mixing newspapers with nonrecyclable trash left out for collection. Landlord claimed that someone else had put the newspapers in with the trash. The ALJ ruled against landlord and fined him $25. Landlord appealed and won. Landlord believably testified that he had placed the newspapers out for collection with the recyclable trash.
