Nonrecyclables Placed in Blue Bag

DOS issued a violation notice to landlord for placing twigs in a blue recycling trash bag. Landlord claimed she merely put this trash out in a plastic blue shopping bag and thought the recycling trash bags were see-through. The ALJ ruled against landlord and fined her $25. Landlord appealed and lost. New York City regulations state that materials that aren't designated recyclables shouldn't be placed in blue plastic bags.
