Tenants claimed that the roof work was done only so that cell phone antennas could be installed. The DHCR ruled against tenants. There was no support for tenants' claim. Landlord installed a new rubberized roof surface on the entire roof surface. The cell phone equipment in question had been installed on 300 square feet of the 14,500 square foot roof.
