Replacement Leaders and Gutters Not Done at Same Time as Roof Replacement

Landlord applied for MCI rent hikes based on the installation of a new roof and replacement of leaders and gutters. The DRA granted an increase for the roof, but disallowed one for the leaders and gutters because they weren't installed at the same time as the roof replacement was done. Landlord appealed and lost. Even if the gutter and leader work was related to the roof, it wasn't done simultaneously with that work, so it didn't qualify as an MCI.
