Partial Roof Replacement Doesn't Qualify

Landlord applied for MCI rent hikes based on the installation of a new roof and roof waterproofing. The DRA ruled against landlord. Landlord appealed and lost. Landlord had replaced only the hallway roof, and didn't do this in connection with the replacement of other roofs in the building. This was a partial replacement and didn't qualify as an MCI. Also, the roof waterproofing didn't qualify as an MCI because it wasn't done in connection with another MCI.
