No Prior Rent Hike Granted for Roof Installation

Tenants appealed, claiming that the old roof was only 13 years old and its useful life hadn't been exhausted. The DHCR ruled against tenants. An MCI rent hike for the prior roof installation had been revoked. Since there was no prior rent hike for a roof installation, landlord could get an MCI rent hike for the new roof within the useful life period of the old roof.
