Leaky Ceiling Not Properly Repaired

LVT Number: #24159

Rent-stabilized tenant complained of a reduction in services. Tenant claimed that the bedroom ceiling leaked, was cracked, and caused mold. Tenant believed the ceiling was in danger of collapse. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost. Landlord claimed that repairs had been made in response to tenant's complaint. But DHCR inspection showed that, although there was no mold, the ceiling was stained and discolored, the ceiling hadn't been properly plastered, and ceiling repairs had been done in an unworkmanlike manner.
