Leaking Radiators

Tenant complained of a reduction in services based on defects in the living room floor and leaking apartment radiators. The DRA ruled for tenant in part, and reduced his rent based on a stained living room floor. But the DRA ruled that there was no problem with the radiators. Tenant appealed and won. The DRA mistakenly dismissed tenant's claim because there was no heat problem with the radiators. But tenant's complaint was that the radiators were leaking at all times. Tenant's complaint was verified and was unrelated to heat.
