Air Conditioner Leak

Tenant complained of a reduction in services based on an air conditioner leak from an upstairs apartment. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming it wasn't responsible for the leak from another tenant's air conditioner. Landlord also claimed this was a minor condition that didn't warrant a rent cut. The DHCR ruled against landlord. Landlord was responsible for maintaining services to tenant's apartment. The condition also wasn't minor. Tenant had submitted photographs clearly showing substantial moisture over the building's entrance.
