Landlord Replaced Electric Line for Bathroom Switch

Tenant complained of a rent overcharge. The DRA ruled for tenant and ordered landlord to refund $2,500. Tenant appealed, claiming that the overcharge was more than the DRA determined. He said that the DRA incorrectly allowed a rent increase for apartment improvements. The DHCR ruled against tenant. Tenant didn't raise this issue before the DRA. And landlord's replacement of an electrical line and switch in tenant's bathroom was an apartment improvement for which landlord could get a 1/40th increase.
