Landlord Fixed Electrical Outlet

Tenant appealed, claiming that during the inspection there was sparking at the outlet when an appliance was unplugged. He said the inspector didn't notice this. Tenant also claimed that the electrician's bill provided by landlord was false. The DHCR ruled against tenant.
