Landlord Didn't Prove 2007 Renewal Lease Offer

Rent-stabilized tenant complained that landlord didn't offer her a renewal lease in 2007. Landlord claimed that this was untrue and submitted a copy of prior landlord's renewal lease offer dated Aug. 28, 2007, and copies of a certified mail receipt and return receipt showing delivery to tenant. The DRA ruled against tenant. Tenant appealed and won. Tenant claimed that prior landlord didn't send a renewal lease offer. Tenant submitted a copy of a letter from prior landlord dated Aug. 28, 2007, regarding unpaid rent. She said that this was all she received by certified mail at that time.
