Landlord Didn't Offer Proper Renewal Lease

Apartment occupant complained that landlord wouldn't offer her a renewal lease. She said that she was entitled to succession rights for tenant's rent-stabilized apartment. The DRA ruled for successor tenant and ordered landlord to amend the vacancy lease offered to tenant to reflect a proper rental amount. Tenant appealed, arguing that she was entitled to a renewal lease, not a vacancy lease. The DHCR ruled for tenant. As a successor tenant, she was entitled to a renewal lease. Until landlord offered tenant a renewal lease, tenant's rent couldn't be increased.
