Landlord Didn't Sign and Date Lease Offered to Tenant

Tenant complained that landlord didn't properly renew his lease. The DRA ruled for tenant and found that tenant was entitled to remain in possession under the same rent and other lease terms until landlord offered tenant a renewal lease. Landlord appealed, claiming that it had offered tenant a proper renewal lease. The DHCR ruled against landlord. Landlord's lease renewal offer was defective because it wasn't signed and dated by landlord.
