Landlord Didn't Complete Repairs

Tenant complained of a reduction in services in her apartment. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that bathroom tiles were removed to complete repairs and that they would be replaced when tenant provided access to do so. Landlord also argued that tenant didn't report defects to the bedroom window lock. Landlord also stated that it had installed a new roof and done facade repairs. Landlord said that tenant hadn't given access since filing her complaint, and that it would repair any leftover water stains when tenant let landlord into the apartment.

The DHCR ruled against landlord. Tenant submitted with her complaint copies of two certified letters to landlord complaining about the bedroom window lock. Landlord never answered tenant's complaint. Landlord's claims that tenant didn't give access to complete repairs weren't supported by any proof. And DHCR inspection showed that conditions still needed repair.
