Infestation Affects Entire Building

Tenant complained of a reduction in building-wide services. The DRA ruled for tenant and reduced his rent, based on a finding of rodent infestation in an area of the building basement. Landlord appealed, arguing that the basement area in question wasn't a public area of the building. The DHCR ruled against landlord. Even if there was no access to this area, an infestation in one area of the building posed a health hazard to the entire building.
