Apartment Infested with Mice, Roaches

Tenant complained of a reduction in services. He said vermin control services weren't being maintained. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Landlord claimed that it provided monthly extermination services, but that tenant didn't provide access for the exterminator. The DHCR ruled that landlord hadn't sought a no-access inspection from the DRA. Instead, landlord submitted a statement to the DRA in July 2006 saying that it had obtained access to tenant's apartment on June 19 and 20 and that all repairs were completed.
