Increase in Building Traffic

Tenant complained of a reduction in required services, claiming there was decreased building security. Landlord had converted part of tenant's building to commercial use, which resulted in increased traffic in the building. Landlord claimed that this was a luxury doorman building and that there was no reduction in security. The DRA ruled against tenant, and tenant appealed. The DHCR also ruled against tenant. Tenant didn't claim that the number of security personnel in the building had been reduced.
