Passageway Between Building's Lobby and Bank Removed

Landlord applied for permission to modify building services by removing a passageway from the building lobby to a commercial bank. The DRA ruled for landlord and reduced tenants' rents. Landlord appealed, claiming that the passageway to the bank wasn't a required service and that no rent increase was warranted. The DHCR ruled for landlord. The removal of the passageway to the bank was a minor change and didn't warrant a rent reduction.
