Handicap Access Lift Not Maintained

Rent-stabilized tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. Tenants appealed. Although rents were reduced based on some conditions, tenants argued that the DRA incorrectly found that the building's handicap lift access was being maintained. The DHCR ruled for tenants. In an initial proceeding, the DRA found that the lift wasn't maintained because there was no information posted on how to get access to the handicap lift. Since there still was no posted information, that service wasn't being maintained.
