Building-Wide Services Weren't Maintained

Landlord claimed that it wasn't notified of the DHCR inspection conducted in response to tenants' complaint. But no notice was required by law or due process. Landlord received notice of tenants' complaint. Inspection confirmed that the intercom was defective in five apartments, two mailboxes were loose, the building vestibule door/lock didn't work properly, covers were missing from six garbage cans, the front elevator was inoperative, the building's front section bulkhead/skylight and rear section bulkhead had peeling paint and plaster with cracks and leak stains, and there was vermin in public areas of the building.
