Garbage Bags Stored in Basement

Tenants complained of reduced building-wide services. The DRA ruled against tenants, and tenants appealed. Tenants claimed that janitorial services weren't being properly provided. As further proof of this, they submitted a copy of an HPD violation issued for trash accumulation in the first-floor hallway. The DHCR ruled against tenants. The DHCR inspection showed that landlord stored garbage bags in a basement area that tenants didn't have access to. During the inspection, the super moved the bags to the garbage collection area.
