Garbage Area Relocated

Tenant complained of a reduction in services based on landlord's relocation of the garbage area. Landlord had relocated the garbage area from the basement, which tenant could get to by elevator, to an area on the basement landing, which required going up and down a few steps. Tenant was elderly and had arthritis, and claimed that this was inconvenient for her. The DRA ruled against tenant, finding the relocation of the garbage area to be a minor condition. Tenant appealed and lost. The relocation of the garbage area was a minor condition.
