Landlord Can Change Method of Garbage Collection

Tenants complained of a reduction in building-wide services based on landlord's change in the method of garbage collection in the building. The DRA ruled against tenants. They appealed and lost. Previously, landlord had collected garbage bags left out by tenants on each floor of the building. For sanitary reasons, landlord now required tenants to deposit their trash in garbage cans outside the building. Although this was an inconvenience for tenants, it didn't amount to a decrease in services.
