Elevator Was Working at Time of Inspection

Tenants complained of reduced services building-wide. They claimed that the building's elevator wasn't working. An inspection showed that the elevator was working, but that the door closed slowly and the cab didn't stop level on all floors. The DRA reduced tenants' rents, and landlord appealed. Landlord argued that the elevator had stopped working after an extremely heavy rainfall and that it was promptly repaired. Any remaining problems were minor maintenance problems.
